Hi! I'm trying to understand if the User # you see when viewing sessions is always the same and specific to one user regardless of the IP address changing?

Hi Josie Coffman! Thanks for your question.
Just to make sure we're on the same page, are you asking about the user's display name (User 2168999)? Or about their User Id?
The user display name e.g. User 2168999, is automatically assigned to an anonymous user and Fullstory keeps track of those anonymous users via cookie, see here, whereas the User Id is a unique identifier your team has instrumented with the identify API; in order to keep track of your known users in Fullstory.
Since your team has instrumented that API, Fullstory will be able to aggregate sessions for this same user across different IPs and even devices; as long as they're identified with the same User Id via that API call. For more information on the exact identifier you're using on your side, we'd recommend checking with the team who configured the API.
For anonymous users, who are not being identified via API, Fullstory will be able to aggregated their sessions from the same browser into a single user as long as their Fullstory cookie exists in their browser data.
